कवि बादल को सामाजिक क्रान्ति का प्रतीक बताते हुए कहता है कि बादल आकाश में बार-बार गिरकर ऊँचाइयों का स्पर्श करते हैं। उनमें गर्जन-तर्जन तथा ऊपर उठकर वर्षा करने की होड़ लगी रहती है। वे क्रान्ति लाने के लिए तैयार रहते हैं।
