Percentage of girls = (100 – 60) % = 40% 

Now, 

Number of girls = 40% of Z 

⇒ 14 = Z × 40/100 

⇒ Z = 14 × 100/40 

⇒ Z = 14 × 5/2 

⇒ Z = 35
