Single digit 4 ways
Two digit 4 x 3 = 12 ways
Three digit 4 x 3 x 2 = 24 ways
Four digit 4 x 3 x 2 x 1 = 24 ways

Hence the number of total numbers = 4 + 12 + 24 + 24 = 64.
