Here, `(x_(1) , y_(1)) = (-2,3) , a = 7` and b = 2 .
`therefore` Equation of the line perpendicular to 7x + 2y + 3 = 0 and passing through `(-2,3)` is `b(x - x_(1)) - a(y_ - y_(1)) = 0` .
That is , 2(x+2) - 7(y-3) = 0
`implies 2x - 7y + 25 = 0` .
Hence the required equation of the line is 2x - 7y + 25= 0 .
