Conversion of chlorobenzene to phenol by aqueous sodium hydroxide requires high temperature of about 623K and high pressure. Explain.

Due to the partial double bond character in chlorobenzene, the bond cleavage in chlorobenzene is difficult and is less reactive. 

Hence, during the conversion of chlorobenzene to phenol by a question NaOH requires high temperature & high pressure.
