`-CN` has higher priority than `-OH` group, hence the phenyl ring containing `-CN` is the parent ring. In the locant ring, both `-OH` and `-Br` are equidistant from the branch point, hence numbering is doen in alphabetical order giving lower number to bromo substitutent as `:`
