Third overtone of closed organ pipe means seventh harmonic. Given
`(f_(7))_("closed") = (f_(4))_("open")`
`7((nu)/(4I_(C))) = 4 ((nu)/(2I_(0)))`
`l_(C)/(l_(0)) = (7)/(8)`
