Best answer
Torque, `tau=(dL)/(dt)rArr tau=(L_(2)-L_(1))/(t)`
Angular moment of the wheel,
`L_(2)=taut+L_(1)=10xx4+2=40+2=42 "kgm"^(2)s^(-1)`.
