~(p ↔ q) ≡ (p ∧ ~q) ∨ (q ∧ ~p)

The entries in the columns 6 and 9 are identical. 

∴ ~(p ↔ q) ≡ (p ∧ ~q) ∨ (q ∧ ~p).
