Considering the parameters such as bond dissociation enthalpy, electron gain enthalpy and hydration enthalpy, compare the oxidising power of F2 and Cl2.

The bond dissociation enthalpy of F-F bond is lower than that of Cl-Cl bond and hydration enthalpy of F- ion is much higher than that of Cl- ion. 

These two factors more than compensate the less negative electron gain enthalpy of F2. Thus, F2 is a stronger oxidizing agent than Cl2.
