`Ce^(4+)` is used as an oxidising agent in volumetric analysis. Why ?

`Ce^(4+)` has the noble configuraition of Xe(Z=54) but it has a strong urge to change to +3 oxidation state which is the most common oxidation state of the element belonging to lanthanoid family. Therefore, it acts as a strong oxidising agent in the volumetric analysis.
