Explanation :

A physical quantity to be treated as a vector, it is necessary for it to have both magnitude and direction. But this is not a sufficient condition for the physical quantity to be treated as a vector. A vector quantity has to follow the laws of vector addition. That's why, even though current and time have both magnitude and direction. they are not considered as vectors.
