73rd Constitutional Amendment Act,1992 was enacted to provide Constitutional status to Panchayati Raj System. Its salient features are:
- The Act has added Part IX and Schedule 11 to the Constitution.
- It has given practical shape to Article 40 which states that " The state shall take steps to organize village Panchayats"
- It establishes Panchayats at the village level, intermediate level, and district level.

Gram Sabha constituted in each village as a body consisting of persons registered in electoral rolls of the village. Gram Sabha acts as the foundation of the Panchayati Raj System.
- All members of Panchayats at all levels i.e. Village, Intermediate and District are elected directly
- Chairpersons of Panchayats at Intermediate and District level are elected indirectly while the chairperson at the Village level is elected in the manner prescribed by State Government.
- The Minimum Age for contesting Panchayat Elections is 21 years.
- Reservation for the SCs and STs at the three levels and Not less than one-third membership has been reserved for women.
- A term of five years has been provided for every panchayat at every level.
- Provisions for establishment of State Election Commission and State Finance Commission.
- The act does not apply to Nagaland, Meghalaya, Mizoram, Scheduled areas & tribal areas, Hill areas of Manipur and Darjeeling District of West Bengal.
