Balwant Rai Committee, 1957:

  • In Article 40, it is the responsibility of the State to take steps for the organization of the Village Panchayats.
  • But there is no provision for the holding of the village panchayat.
  • Thus, its formal organization and structure were firstly recommended by Balwant Rai Committee, 1957.
  • It recommended that the scheme of 'democratic decentralization', came to be known as Panchayati Raj.
  • Rajasthan was the first state to establish Panchayati Raj on October 2, 1959, as it started from Nagaur district.
  • It recommended a three-tier system at the village, block, and district levels.
  • It also recommended for direct election of village-level Panchayat.

Thus, the Balwant Rai committee was constituted in 1957 to study Panchayati System.

Balwant Rai Mehta:

  • Balwant Rai Mehta was born in Bhavnagar, Gujarat on 19 February 1900. He passed away on 19 September 1965.
  • He was the second Chief Minister of Gujarat. He held office from 25 February 1963 – 19 September 1965
  • He founded Bhavanagar Praja Mandal in 1921 for carrying out freedom activities in the state.
  • He died when the aircraft he was travelling was shot down by the Pakistani Airforce on September 19, 1965, at the height of the 1965 Indo-Pakistan war.
