Balwant Rai Mehta was born in Bhavnagar, Gujarat on 19 February 1900. He passed away on 19 September 1965.
- He was the second Chief Minister of Gujarat. He held office from 25 February 1963 – 19 September 1965
- He founded Bhavanagar Praja Mandal in 1921 for carrying out freedom activities in the state.
- He died when the aircraft he was travelling was shot down by the Pakistani Airforce on September 19, 1965, at the height of the 1965 Indo-Pakistan war.
