• Modern states are welfare states. They always provide their people with the ideas of liberty.
• These ideas are included in the constitution itself. 
• Now the people have 

a) Liberty of thought and expression. 

b) Equality irrespective of caste, sex, religion and race. 

c) “Fraternity” which protects their dignity.
