Correct option is (1) strong oxidising agent

Formation of CeIV is favoured by it's noble gas configuration but it is strong oxidant reverting to the +3 state. The Eo value for Ce4+/Ce3+ is \(E^{\underline o} _{Ce^{4+}} / E^o_{Ce^{s+}}\) = 1.74 V is favourable for its oxidising nature.
