स्वास्थ्य के लिए हानिकारक नशीले पदार्थों, शराब, मादक द्रव्यों आदि पर राज्य प्रतिबंध लगाएँ । औषधि उपयोग के अलावा मादक पेय पदार्थ, ड्रग्स तथा अन्य नशीले पदार्थों पर राज्य प्रतिबन्ध लगाएगा ।
