Due to the partial double bond character between carbon and chlorine and more electron density over benzene; chlorobenzene is less reactive towards nucleophilic substitution i.e., hydrolysis- however nitro being electron withdrawing increases the polarity of C-Cl bond making it more reactive towards hydrolysis.
