Correct option is (c) 0 to +5

Since Br2 molecule is in its natural state and is a neutral molecule. So it has a 0 charge

In case of BrO3-, let the charge on Bromine be x

Charge on oxygen = −2

Overall charge = −1

x + (3 × (−2)) = −1

x = +5

∴ Oxidation state of Bromine changes from 0 to +5.
