(a) The compound is a derivative of heptane.

(b) If numbering is done from left to right, the sum of locants is 11 (2 + 4 + 5); while if numbering is done from right to left the sum of locants (3 + 4 + 6) is 13. 

(c) Hence according to the lowest sum rule, numbering should be done from left to right. 

Thus the IUPAC name is 5-Ethyl-2, 4-dimethylheptane.
