(i) Right to be Heard Act of Rajasthan: Since August 2012, this Act has been implemented in the entire state. The act here is that any program or scheme being run by the state or central government in the state to solve common public grievances and problems related to the public service being provided by the government, can be monitored ana complaints can be made in case of their non-implementation or inefficiency therein. The administration becomes transparent and responsive. From the village panchayat to the division level, public hearing officers have been appointed to listen to public complaints at each level of administration. 

For example, any complaint or problem of any department in rural areas can be given to the public hearing officer of Gram Panchayat level. The receipt of the complaint is given then and there. From 460 here, the grievance or problem is solved in the concerned department. If there is no hearing in the prescribed time or there is dissatisfaction with the decision, then there is an arrangement for appealing to the senior officer too. There is also a provision of punishment against the defaulting officers. 

(ii) Rajasthan Public Services Guarantee Act 2011: This Act covers 153 services of 53 subjects of 18 government departments. The main ones are – Energy, Police, Medical, Traffic, Local Bodies, Food and Supplies, Public Works Department, etc. A period has been fixed for the various public services of these departments to the citizens.

If the service is not provided to the citizens in that period, then on the complaint, financial penalty is imposed on the concerned public service officer or employee. In this way, the bureaucracy has been made responsible for making services available quickly and thus promote patriotism. 

(iii) Right to Information Act of Rajasthan: Information related to government in the country is very useful for people’s life. The availability of correct information forms the basis of life. Rajasthan’s contribution has been important in the country for attaining the right to information. The people here have achieved this right by agitating for a long time. 

For this, the law was made in Rajasthan in 2000 and on national level in 2005. On the basis of these laws, any citizen can ask for information related to government policy, planning, work and account from the concerned department of the government. On demand, information is provided within a certain time period.
