There are certain persons eligible to make complaint. They are as follows:
1. A consumer as defined under Consumer Protection Act, 1986.
2. A registered Voluntary Consumer Association.
3. Central Government.
4. State Govemment / Union Territory.
5. Consumers having the common problem.
