In hard water, soap reacts with calcium and magnesium salts which are present in hard water and form insoluble substances called scum. 

Detergents are ammonium or sulphonate salts of long chain carboxylic acids. The charged end of these compounds do not form insoluble precipitates with calcium and magnesium ions in hard water
