It refers to a plan which takes into account the environment opportunities and threats and the organisational strengths and weaknesses and provides an optimal match between the organisational and the environment.
It includes the following three dimensions:
i. Determining long-term objectives.
ii. Adopting a particular course of action to achieve objectives.
iii. Allocating resources necessary to achieve the objectives.
