Correct option is (1) Both Statement I and Statement II is false 

P - tolenesulfonyl chloride is Heisenberg reagent.

⇒ gives reaction with Primary and secondary amines not with tertiary.

⇒ Product of 1° Amine ⇒ Soluble in Base (NaOH)

Product of 2° Amine ⇒ Soluble in acid (HCl)
