It selects areas of an image based on color similarity.
To use the Select by Color Tool, follow these steps:
• To select Go To Tools > Selection Tools > By Color Select from picture menu bar or You may access the tool by either clicking on its icon 
in the ToolBox or by pressing the Shift + O keyboard shortcut.
• Select an area of the picture with a click.
• A dotted line will surround the selected area.
