The effective and active participation of citizens is the first and the most important condition of democracy but in reality, it does not happen. Joseph Schumpeter says that running government and forming public policies are the tasks of professional politicians. The role of the common people is limited to electing their representatives among the different political parties. After elections, the citizens are pushed behind the curtain and the political responsibilities are handled by selected persons. Most of the tasks involving political, technical and economic complexities are done by expert bureaucrats and technocrats. And hence the real participation remains in the hands of very few people of elite section.
